申請要求
維州州擔保分為190和491，分為普通申請人和維州畢業生兩大類，這兩類申請人的申請要求有部分差異。
VIC190/491州擔保的申請要求
申請要求共分為兩部分：一是澳洲移民局對190/491簽證的申請要求，二是VIC州政府對190/491簽證州擔保的申請要求。
澳洲移民局的要求：
1. 遞交簽證申請時，年齡小于45周歲；
2. 算上190州擔保加的5分或491州擔保加的15分，EOI打分達到65分；
3. 有效的職業評估報告，職業在移民局職業列表上；
4. 英語水平達到雅思4個6或同等語言水平。
VIC州政府對190/491簽證州擔保的申請要求：
1. 英語水平：符合提名職業列表中規定的英語語言要求，至少達到雅思4個6
2. 提名職業：190州擔保提名職業需在VIC州擔保職業列表或VIC本州畢業生職業列表上，部分職業需滿足額外的工作經驗，英文或專業注冊等要求；491州擔保提名職業只要在移民局技術移民職業列表即可
在Target Sectors特定行業領域工作，申請190需要是STEMM Skill Level 1和2的職業; 提名職業是Target Sectors范圍,申請491可以是STEMM Level 3的職業
3. 職業評估：通過提名職業的職業評估
4. 雇主Offer：以下申請人需要提供VIC雇主Offer，雇主Offer需要有ABN和聯系信息：
190州擔保：申請人當前居住在澳大利亞其他州或者申請人是國際畢業生并且提名職業在VIC畢業生州擔保職業列表上，申請190州擔保時需要提供維州雇主的長期工作offer,工作需為提名職業，每周至少工作20小時，至少能持續六個月
491州擔保：所有491申請人必須提供一份為期12個月的來自維州偏遠地區雇主的正式工作Offer，工作需為提名職業，全職工作每周至少38小時，接受non-ongoing offer
5. 190州擔保:目前居住在維州; 491州擔保:目前已經居住在維州偏遠地區
6. 財務狀況：因所有人必須已經在維州居住，所以沒有之前的安家資金要求
7. 對VIC的承諾：同意簽證批準后在VIC居住并工作至少2年（491簽證申請人必須居住在偏遠地區）
注：VIC偏遠地區郵編范圍包括3211-3334，3340-3424，3430-3649，3658-3749，3753，3756，3758，3762，3764，3778-3781，3783，3797，3799，3810-3909，3921-3925，3945-3974，3979，3981-3996。
維州畢業生類別：
(1) VIC國際畢業生：提名職業在VIC本州畢業生職業列表上，如果有工作經驗也可以使用VIC州擔保職業列表，滿足職業規定的工作經驗和英語要求（如果目前在VIC做提名職業工作至少6個月，可以豁免英語高分要求，滿足雅思4個6即可）
(2) VIC或海外博士畢業生：需要滿足VIC州擔保職業列表上的職業注冊要求、有提名職業的技術評估函、英語水平達到雅思4個6或同等語言水平、無需工作經驗，但有的評估機構要求有12個月的工作經驗來滿足評估要求
① 近5年內在VIC大學完成了博士學位，可以申請移民局技術移民職業列表上的任何與專業相關的職業；
② 近5年內在海外大學完成了博士學位，并且評估機構對你的博士學位認定為等同于澳洲博士level，可以申請VIC州擔保職業列表上任何與專業相關的職業。

由醫院雇傭的護士將優先于各機構雇傭的護士
→ICT信息通信技術類、建筑工程和護理類的職業，申請流程如下：
1. 向DIBP遞交EOI，選擇VIC為擔保州。
2. 等VIC州政府邀請。
3. 收到邀請后，14天內完成在線州擔保申請。
4. VIC通過郵件skilled@liveinvictoria.vic.gov.au通知州擔保結果。
5. 州擔保成功后，收到EOI邀請的60天內，向DIBP遞交簽證申請。
6. 簽證批準以及到達VIC都需要通知州政府。
備注：從2018年9月10日起，ICT信息通信技術類、建筑工程和護理類職業的人無論是否有雇主offer或457簽證，都必須等到維州邀請，才能遞交維州的州擔保申請。需要注意的是，維多利亞州本地畢業生的政策不變，即使是這三類職業，仍舊可以直接遞交維多利亞州州擔保申請，不必等待邀請。
→對于其他職業，申請流程如下：
1. 向DIBP遞交EOI，選擇VIC為擔保州。
2. 使用EOI申請號，在VIC官網遞交在線州擔保申請，上傳所需文件。
3. VIC通過郵件skilled@liveinvictoria.vic.gov.au通知州擔保結果
4. 州擔保成功后，收到EOI邀請的60天內，向DIBP遞交簽證申請。
5. 簽證批準以及到達VIC都需要通知州政府。

1. 190提供簽字的Skilled Declaration表，491提供簽字的Skilled Regional Declaration表；
2. 所有申請人護照首頁；
3. 技術職業評估通過信；
4. 英語能力考試成績單（如果申請人目前在VIC做提名職業的工作，并且工作了至少6個月，可以豁免更高英語水平的要求）；
5. 學歷證書，包括畢業證，學位證，成績單；
6. 完整的簡歷；
7. VIC雇主合同(如需要), 以及VIC雇主的雇傭確認表格(點擊下載Confirmation of Employment Form)(如需要)；
8. 如果是457轉190州擔保，還需要提供457簽證批準信，以及VIC雇主的雇傭確認表格(點擊下載Confirmation of Employment Form)。
材料說明：
由中國機構頒發的證書須在中國公證處做中英文對照公證；
由澳洲機構頒發的證書須持證書原件和復印件，在澳洲當地找Justice of the Peace（太平紳士）在復印件上簽字；
護照可做任意一種。
